Industrial symbiosis needs reliable exchanges as well as willing neighbours

Industrial symbiosis needs reliable exchanges as well as willing neighbours Industrial symbiosis needs reliable exchanges as well as willing neighbours

Sharing heat, water and residual materials can reduce industrial resource demand. European projects show why the decisive work often lies in matching operating conditions, agreeing responsibilities and keeping exchanges viable as factories change.

One factory’s unwanted output can become another’s useful input. The idea is appealingly simple, but a potential customer needs more than evidence that a neighbouring site produces heat or water. It needs the right quantity and quality at the right time, with a credible response when the supply changes.

Industrial symbiosis turns that matching problem into a shared operating arrangement. The exchange may involve a pipe, a treatment process, a recovered chemical or information linking two facilities. Europe’s experience suggests that the most useful next step is to examine how these connections perform across an operating year, rather than count only the opportunities identified on a regional map.

An established network keeps changing

Kalundborg Symbiosis reported in December 2025 that it had met its objective of adding ten resource streams over ten years. Its examples included heat recovery from industrial wastewater, condensate supplied to a refinery, shared water-management data and recovery of the solvent NMP. The account describes a network developing new exchanges across an existing industrial area.

That variety matters. The network is more than a marketplace for interchangeable tonnes. A solvent recovery operation needs a different specification and treatment route from a heating connection. Digital coordination may improve the use of existing infrastructure without itself creating a new physical material stream.

For another region, copying the list of exchanges would be less useful than understanding the conditions that made each connection possible. Those include the local industrial mix, the distance between partners and their ability to adapt production around a shared service.

Heat has a temperature and an operating schedule

Research from Eindhoven University of Technology and TNO illustrates why heat quantity alone is insufficient. A 2025 study developed a digital model of a full-scale industrial heat pump and compared it with experimental measurements. Predictions of heating duty and coefficient of performance remained within 7% of the measured values across the assessed conditions. Industrial heat pump study

The model then explored how source-water temperature and required steam conditions affected performance. In its comparison with a propane-fired boiler, energy savings became insignificant below approximately 75°C source-water temperature. That threshold belongs to the studied equipment and assumptions; it is not a universal limit on using lower-temperature heat.

The practical implication is to characterise the source and the customer’s demand together. A stream that is attractive at one temperature may need substantial upgrading for another process. Seasonal demand, production stoppages and the electricity required for that upgrading determine how much useful heat the connection actually provides.

A working greenhouse offers a specific comparison

The CORALIS project, which ended in March 2025, reported demonstrations in Spain, Sweden and Italy at different stages of maturity. Its Frövi case used industrial waste heat for a 100,000-square-metre greenhouse. The project reported a 33% energy reduction and avoided emissions of up to 29,000 tonnes of carbon dioxide annually. Its Italian metallurgical-residue technologies, by contrast, were validated at laboratory or pilot scale.

Those cases demonstrate why a programme’s results should retain their individual boundaries. An operating greenhouse and a promising laboratory process can both advance symbiosis, while requiring different decisions before replication.

A separate life-cycle study of Frövi compared Swedish tomato production using recovered heat with conventional greenhouse production in the Netherlands followed by transport to Sweden. It assessed one kilogram of tomatoes and assumed a 30-year greenhouse life. The Swedish symbiotic scenario included hydropower electricity, so its result reflects an energy and production configuration, rather than heat recovery alone.

This provides a stronger basis for replication than applying the headline saving to every greenhouse. A new site would need to revisit electricity supply, alternative heating, construction, crop production and transport. The comparison should establish which of those conditions it can actually reproduce.

Water exchanges must match the receiving process

ULTIMATE developed nine cases connecting water utilities with industries including chemicals, biotechnology and beverages. Its final reporting distinguishes the maturity of individual technologies: Tarragona tested ammonia removal and membrane-based water recovery, while Kalundborg implemented joint control of municipal and industrial wastewater treatment. Other resource-recovery proposals remained concept studies.

These are different ways of increasing the usefulness of water-related infrastructure. Coordinating treatment plants can improve how existing capacity is operated. Adding a separation stage changes which water quality can be delivered. A model for recovering a dissolved material still needs to be connected to a customer and a usable specification.

A receiving factory consequently needs an account of variability, not only the best sample produced during a trial. Changes in incoming wastewater can affect the treatment required. Monitoring and fallback arrangements must protect the receiving process when the shared supply falls outside its agreed operating range.

People and operating responsibilities belong in the design

A 2025 study by ULTIMATE researchers examined stakeholder engagement through communities of practice, living laboratories and immersive media. The approaches brought participants into developing and testing water-symbiosis solutions across the project’s cases. The research describes methods for collaboration; it does not establish a universal numerical increase in plant performance from engagement.

The operational purpose is concrete. Someone must decide how a change at the supplying plant is communicated, who investigates a quality excursion and which partner can interrupt the exchange. Those decisions are difficult to resolve through equipment specifications alone.

An arrangement can be technically sound yet remain unattractive if one business bears most of the interruption risk. Early discussion can expose that imbalance before either partner commits to a connection. It can also identify an intermediate service provider able to manage treatment or backup capacity across several users.

Finding a match is the beginning of project development

INCUBIS developed regional support services and a digital platform for energy symbiosis. Its final report records participation from 15 industrial parks across five European regions and identifies trust, confidentiality, coordination teams and access to initial data among important implementation factors. These services address the work between recognising a resource opportunity and developing an investable project.

A useful initial match might establish that a heat source and a customer are close enough to investigate. Detailed engineering must then determine connection costs and losses. Commercial discussions establish who pays for the infrastructure and how charges change if energy prices or operating hours shift.

This explains why a database containing many potential exchanges cannot be treated as a record of completed savings. Its value is in reducing the effort needed to find credible partners and eliminating unsuitable combinations before expensive development work begins.

Shared specifications can make replication easier

RISERS is developing a standardisation roadmap for industrial symbiosis. Its first reporting period included examining more than 600 potential synergies and mapping relevant technical committees. In 2025 it established working groups covering sectors and cross-cutting subjects such as data exchange and end-of-waste questions. The work identifies gaps in how industries communicate and assess shared resources; it does not make every proposed exchange automatically compliant or commercially viable.

Comparable specifications could make repeated project development less costly. A customer should be able to understand how a supplier measured temperature, contamination or available flow, and which conditions the evidence covers. The underlying contract can then address the consequences of failing to meet that specification.

Long-term planning also needs to consider success elsewhere in the industrial system. A supplier that becomes more efficient may produce less surplus heat. A factory that changes feedstock may alter its residual material. A resilient exchange allows for those improvements instead of depending indefinitely on an avoidable loss.

Industrial symbiosis becomes a durable part of the circular economy when the partners can maintain useful exchanges through such changes. The achievement is a reliable service with measurable resource benefits, supported by equipment, information and responsibilities that work together.
