Biometric technology is moving rapidly from specialist security applications into everyday life across Europe.

Facial recognition, fingerprints, voice recognition and other biometric systems are increasingly being used to establish identity, authenticate transactions, manage borders and streamline access to services.

Artificial intelligence is accelerating that expansion. More capable algorithms can process biometric information at greater speed and operate in increasingly complex environments, opening opportunities across sectors from banking and healthcare to transport and retail.

But Europe’s biometric landscape is developing under unusually close scrutiny. The EU AI Act places restrictions on some biometric applications while imposing additional requirements on high-risk systems, alongside existing protections under the GDPR.

The result is a rapidly developing market in which technological progress and regulatory oversight are advancing together.

Here are seven sectors where biometric technology is already having an impact, or could significantly change how services are delivered.

1. Border control and migration

European border management is becoming one of the largest and most consequential applications of biometric technology.

The EU’s Entry/Exit System (EES) is designed to digitally record entries and exits of non-EU nationals travelling for short stays, replacing the traditional reliance on passport stamps. Biometric information, including facial images and fingerprints, forms part of the system.

The wider European identity architecture is even more extensive. eu-LISA manages several large-scale EU information systems supporting migration, security and cross-border mobility, many of which process biometric and biographical information.

Eurodac, meanwhile, is evolving beyond its original role as a fingerprint database for asylum and migration management. The direction of travel is towards increasingly interconnected identity systems capable of helping authorities establish whether an individual has previously appeared in another European system.

The potential benefits are substantial. Automated biometric verification could speed up border crossings, make identity fraud more difficult and help authorities identify people more reliably.

But the scale of these systems also makes accuracy and data governance critical. A false match at a border is not simply a technical error. It can affect an individual’s ability to travel or access protection.

2. Law enforcement and public safety

Law enforcement is another area where biometrics can offer powerful capabilities, particularly when investigators need to establish the identity of an unknown person.

Facial recognition can potentially help compare images from CCTV footage with authorised databases, while fingerprints and other biometric characteristics can support criminal investigations.

AI has expanded what these systems can potentially do, but Europe has placed significant limits on their use. The EU AI Act prohibits certain biometric categorisation practices and places strict conditions around some forms of remote biometric identification.

Real-time remote biometric identification in publicly accessible spaces for law enforcement is prohibited in principle, subject to narrowly defined exceptions. Certain biometric systems that fall into the high-risk category must also meet requirements relating to risk management, data quality, accuracy, human oversight and cybersecurity.

This creates an important European distinction between developing biometric technology and determining where its use is proportionate.

For law enforcement agencies, the challenge will be demonstrating that biometric tools improve public safety without creating unnecessary or disproportionate surveillance.

3. Banking and financial services

Financial services have perhaps one of the clearest commercial cases for biometrics: proving that the person opening an account or authorising a transaction is genuinely who they claim to be.

Banks and fintech companies across Europe already use biometric authentication, including facial recognition and fingerprints, alongside passwords, security codes and device-based authentication.

Remote onboarding is particularly significant. Instead of requiring customers to visit a branch, digital services can combine identity documents with biometric checks to verify an applicant remotely. EU research into remote banking onboarding has examined approaches involving video identification and biometric measures, demonstrating how established the concept has become within European financial services.

The potential benefits go beyond convenience. Stronger identity verification can help financial institutions combat account fraud, identity theft and certain forms of money laundering.

However, financial institutions are dealing with some of the most sensitive personal information consumers possess. Biometric authentication therefore needs to be designed around security as well as usability.

The emergence of the European Digital Identity Wallet could add another layer to this ecosystem. EU pilots are already testing applications including online bank-account opening and payment authentication.

4. Healthcare

Healthcare presents a different set of opportunities.

Biometric identification could help healthcare providers ensure that records, prescriptions and services are linked to the correct individual. This is particularly valuable in systems where patients move between providers or across national borders.

The European Digital Identity Wallet is being developed with healthcare use cases in mind, including access to electronic prescriptions and health-related credentials.

Biometrics can also play a role in securing access to medical systems and devices. Fingerprint or facial authentication can reduce reliance on passwords, while biometric monitoring technologies can potentially contribute to patient assessment and personalised care.

The sector nevertheless requires a particularly cautious approach. Medical information is already highly sensitive, and linking it with biometric data can create additional privacy risks.

There is therefore a distinction between using biometrics to authenticate access to healthcare and using biometric characteristics as part of clinical decision-making. The latter raises more complex questions around accuracy, consent, explainability and potential discrimination.

As AI becomes more deeply integrated into healthcare, those distinctions will become increasingly important.

5. Travel and transport

Airports and other transport hubs are among the most visible environments in which Europeans may encounter biometric technology.

The basic proposition is straightforward: instead of repeatedly presenting a passport or boarding document, a traveller can have their identity verified using biometric information.

European research projects have been exploring this concept for years. The EU-funded Smart-Trust project, for example, tested mobile biometric identification for border and airport applications, while other European projects have investigated biometric corridors using technologies including facial and iris recognition.

The appeal is clear. Automated verification could reduce queues, simplify passenger processing and allow transport operators to handle larger volumes of travellers without expanding physical infrastructure to the same degree.

But transport also demonstrates why biometric systems need to work in uncontrolled environments. Lighting, camera position, movement and passenger behaviour can all affect image quality and recognition performance.

The next generation of European travel infrastructure is therefore likely to combine biometrics with digital travel credentials and mobile identity systems rather than relying on facial recognition alone.

The EU’s Digital Identity Wallet pilots are already examining digital travel credentials and transport-related use cases.

6. Digital identity and government services

Perhaps the biggest long-term development is the integration of identity technologies into everyday digital services.

The EU Digital Identity Wallet is designed to allow citizens, residents and businesses to prove their identity and share verified credentials when accessing public and private services. Member States are expected to make wallets available by the end of 2026.

The wallet itself is not simply a biometric system. Its significance is that it creates a common digital framework through which identity credentials can be stored, presented, and verified.

Biometrics could become an important component of that process, particularly when establishing that the person controlling a wallet is its legitimate holder.

The potential applications are extensive. European pilots are testing use cases covering banking, healthcare, travel, education, telecommunications, payments and government services.

This could fundamentally change how Europeans prove who they are.

Instead of repeatedly submitting copies of passports, driving licences or other documents, people could present verified digital credentials and share only the information required for a particular transaction.

That creates an important privacy opportunity. Digital identity does not necessarily have to mean sharing more information. Properly designed systems can allow users to disclose less.

7. Retail, workplaces and consumer technology

Biometrics are also moving into less obvious areas of everyday life.

Retailers can use biometric systems for identity verification, payments, access control and fraud prevention. Facial recognition and other technologies can potentially streamline authentication, while fingerprints or facial characteristics can be used to verify a person’s identity without requiring a physical card or password.

In workplaces, biometric authentication can control access to buildings, devices, or restricted areas. It can also be used for time and attendance systems, although these applications can raise significant questions about employee privacy and proportionality.

Consumer technology is perhaps the most familiar example. Smartphones have made fingerprint and facial authentication routine for millions of people, demonstrating how quickly biometrics can become normalised when they offer a clear combination of convenience and security.

The challenge is that acceptance in one context does not automatically translate to another.

A person may be comfortable using facial recognition to unlock their own phone but have very different expectations about the same technology being used to identify them in a shop, workplace or public space.

That distinction between consensual authentication and passive identification will remain central to Europe’s biometric debate.

The European balancing act

Across all seven sectors, the same fundamental issue emerges.

Biometric technology can make systems faster, more secure and easier to use. It can help authorities manage borders, allow banks to verify customers remotely, simplify travel and provide citizens with more convenient access to services.

But biometric information is fundamentally different from a password. If a password is compromised, it can be changed. A person’s face or fingerprint cannot simply be replaced.

That makes the security and governance of biometric databases particularly important.

Europe’s regulatory framework reflects this sensitivity. The GDPR already treats biometric data used for uniquely identifying an individual as a special category of personal data, while the AI Act adds specific requirements and restrictions for certain AI-powered biometric applications.

The result is not an attempt to stop biometric innovation. Instead, Europe is attempting to establish conditions under which it can develop without sacrificing fundamental rights.

A technology entering the mainstream

The seven sectors demonstrate that there is no single European biometric market. The technology is being adopted for very different purposes, from preventing identity fraud and managing borders to authenticating payments and improving passenger journeys.

What connects these applications is the increasing ability of AI and digital infrastructure to turn physical characteristics into usable identity signals.

The opportunity for Europe is significant. If biometric systems are accurate, secure and appropriately governed, they could become an important part of the continent’s digital transformation.

But technological capability alone will not determine their success.

For European citizens, trust will be just as important as performance. The future of biometrics will depend on whether people believe that these systems are being used for legitimate purposes, that their data is protected and that meaningful safeguards exist when technology makes mistakes.

Europe’s approach is therefore likely to be defined by a balancing act: encouraging biometric innovation while setting boundaries around where, how and why it should be used.

The outcome could shape not only the future of biometrics in Europe, but the model other regions adopt as the technology becomes increasingly embedded in everyday life.
