Europe is building a framework for more durable and resource efficient products. Its digital passports will be useful when reliable information reaches the people deciding whether to repair, reuse or recover them.
A product passport can tell a recycler what a component contains. It cannot undo a permanent adhesive, supply a missing replacement part or make an uneconomic repair affordable. That gap between information and physical design is where Europe’s emerging product policy will face its most important practical test.
For manufacturers, the opportunity goes beyond attaching a code to an existing product. Better information can expose which design choices prevent a second use and which services would make that use possible. The valuable question is whether the next person handling the product can make a better decision because the record exists.
That requires a connection between regulation, engineering and everyday operations. A design team needs evidence about failure and recovery. A repairer needs information specific to the item in front of them. A buyer needs a claim that can be checked. Those requirements overlap, but they are not identical.
A framework is not a universal passport deadline
The Ecodesign for Sustainable Products Regulation, or ESPR, entered into force in July 2024. It enables performance and information requirements across a much wider range of physical goods than the earlier energy-related framework. The Commission identifies durability, repairability, resource efficiency and environmental footprints among the areas that requirements can address.
However, the law does not mean that every physical product already needs the same passport. Article 9 links passport requirements to applicable delegated acts. Those acts specify matters such as the required data, the data carrier and whether identification operates at model, batch or individual-item level. The regulation requires passport information to be accurate, complete and current.
A business therefore needs to identify the relevant product measure and its application date before treating a general presentation about passports as a compliance specification. Preparing a data architecture is sensible; assuming that every field proposed by a software provider is already a legal requirement is a different decision.
The implementation sequence matters
The first ESPR and Energy Labelling Working Plan covers 2025–2030. Its priorities include textiles, furniture, tyres, mattresses, iron and steel, and aluminium, alongside horizontal work such as repairability. A working-plan priority establishes a programme for developing rules, rather than an immediately applicable product specification.
The Commission’s July 2026 passport information announcement describes progressive introduction through ESPR measures or separate sectoral legislation, beginning with certain batteries. It says the information within each passport depends on the relevant product requirements. This sequence matters for suppliers selling components into several markets: a shared information system may need to support different legal and operational uses.
It also creates a practical distinction between useful preparation and premature lock-in. Firms can establish responsibility for data, document test methods and improve product identification before every field is final. Contracts should allow the implementation to evolve when the applicable requirements become clearer.
Design information must survive changes to the product
Consider a hypothetical piece of equipment that receives a replacement motor during its first service life. Its original bill of materials remains useful, but no longer describes the entire machine. A later refurbisher needs to distinguish the factory configuration from subsequent changes, including who recorded them and what evidence supports the update.
The same issue arises when a product is split into components or materials are combined into a batch. Identification must follow the decision being made. A model-level record may explain how to open a casing, while a batch record may identify a material formulation. Neither necessarily establishes the history or condition of one returned item.
Research programmes are addressing these relationships. DigInTraCE’s published deliverables include a final passport concept, traceability architecture with access rights and user roles, and work on the quality requirements of secondary materials. These are documented project outputs, rather than proof that a universal traceability solution has been achieved.
An effective pilot would test difficult transitions deliberately: an unreadable identifier, an undocumented repair, a changed supplier or a component with conflicting records. Such cases show whether the information supports a decision when the product’s actual history departs from the intended process.
Evidence quality should also remain visible inside the record. A value measured on a particular batch, a supplier declaration and an estimate from an industry average have different strengths. Keeping those distinctions allows the next user to decide whether additional testing is necessary. Replacing them with a single unqualified number would make the interface simpler while making the underlying decision less reliable.
Chemical information has a distinct purpose
Europe already has an information system intended to keep chemical knowledge available into the waste stage. ECHA’s SCIP database concerns articles containing Candidate List substances of very high concern above 0.1% by weight. Its supplier guidance identifies the actors required to notify and excludes retailers supplying articles directly and exclusively to consumers from that notification obligation.
This illustrates why product information should retain its original meaning. A chemical notification, a repair instruction and a recycled-content figure answer different questions. None should be converted into an undifferentiated green score. Equally, an absent entry cannot automatically establish that a product contains no hazardous substance; the database has a defined scope and depends on submitted information.
For designers, the useful feedback is specific. If a substance prevents a material entering a desired recycling route, the team can investigate substitution or separation. If essential information disappears during dismantling, identification may need to move to the component. A passport becomes more valuable when it reveals an actionable constraint.
Services can supply the evidence design teams lack
The EU-funded PSS-Pass project is investigating how product passports could incorporate information about associated services. Its programme includes pilots in home appliances, complex equipment and textiles, with research into lifecycle assessment informed by operational data. The project runs to September 2027; its proposed benefits should be read as research objectives, not completed market-wide results.
The engineering argument is straightforward. A service record can reveal which components fail repeatedly, whether replacements restore useful performance and why customers return an otherwise functional item. That information can help distinguish a technical weakness from a problem with maintenance, availability or the way a product is used.
The record still needs interpretation. Products receiving intensive maintenance may also be the hardest-working products, so their failure rate cannot be compared fairly with lightly used equipment without considering exposure. Collecting more data will not resolve an unsuitable comparison. The design question should determine the measurements and the conditions recorded alongside them.
Implementation should be tested with the next user
The Commission’s implementation process includes impact assessment and consultation through the Ecodesign Forum. Its guidance also distinguishes the new framework from the transitional operation of earlier ecodesign rules. This is an evolving product-policy programme, with different measures at different stages.
A manufacturer’s own evaluation can be more concrete. Give a repairer a returned product and the available record, then observe whether the correct part can be identified. Ask a recycler whether the information changes sorting or treatment. Compare the time, uncertainty and failure rate with the existing process, including situations where the record is incomplete.
These tests would also identify who pays to maintain information after the initial sale. A record that becomes inaccessible when a service contract ends may lose value precisely when refurbishment begins. Availability, correction and responsibility therefore belong in the operating model alongside the technology.
Suppliers should be able to explain how records can be transferred when a customer changes systems and how an incorrect entry is corrected without erasing its history. That is particularly relevant for equipment expected to outlast a software contract. The business case should include this continuing work, rather than treating the initial creation of a passport as the end of the information obligation.
Europe’s passport programme can make product design more accountable to what happens after manufacture. Its success will be visible in decisions that preserve useful products and recover suitable materials. A searchable record is a necessary tool in that process; the resulting physical performance is the outcome worth measuring.
