The strategy aims to reduce Europe’s reliance on imported fossil fuels while strengthening energy security, improving competitiveness, and supporting the continent’s climate ambitions.

At the heart of the initiative is a target to increase electricity’s share of final energy consumption from the current 23% to 46% by 2040.

According to the Commission, achieving this goal could reduce annual fossil fuel import costs by approximately €260bn, while helping Europe become the world’s first “electro-powered” continent.

The plan combines financial incentives, infrastructure investment, regulatory reform, and skills development to address long-standing barriers that have slowed the adoption of electric technologies.

It also seeks to make electrification more affordable for households and businesses while supporting the expansion of Europe’s clean energy economy.

Commenting on the initiative, President of the European Commission, Ursula von der Leyen, said: “The best way to reduce Europe’s fossil energy dependency is to power our economy with electricity from clean, homegrown sources.

“We are proposing to make Europe the world’s first electro-powered continent. From lowering electricity prices to adapting our carbon market to the changing global realities, this is also an investment and independence plan.

“To keep the clean transition on track, bring relief to our industry, and support decarbonisation. Let’s switch it on.”

Why European electrification is a top priority

The Commission argues that accelerating European electrification is essential for strengthening the EU’s economic resilience and reducing exposure to volatile global energy markets.

Replacing fossil fuels with electricity generated from increasingly renewable sources would improve energy independence while advancing the bloc’s decarbonisation objectives.

The transition is also expected to stimulate innovation, strengthen European manufacturing, and support long-term industrial competitiveness.

Consumers could also see significant financial benefits. Driving a battery-electric vehicle can reduce operating costs by as much as 78% compared with an equivalent petrol or diesel vehicle.

Meanwhile, replacing gas boilers with heat pumps has the potential to lower average household heating bills across the EU by up to 60%.

Key obstacles slowing the transition

Despite the benefits, the Commission acknowledges that major challenges continue to hold back electrification.

Electricity prices remain significantly higher than fossil fuels in many parts of Europe, with electricity often costing around three times as much as gas.

Lengthy grid connection processes also delay new projects, while many promising clean technologies struggle to progress from demonstration to commercial deployment.

Businesses likewise face limited incentives to replace existing fossil fuel systems, creating further barriers to investment in electric alternatives.

Measures to support European electrification

The new action plan introduces a broad package of measures designed to remove these obstacles and encourage faster adoption of electricity-based technologies.

Among the proposals are reforms that would allow EU member states to reduce electricity network charges for selected consumer groups and lower energy-related taxes for energy-intensive industries, helping narrow the cost gap between electricity and fossil fuels.

The Commission also wants to accelerate the rollout of smart meters, enabling consumers to better manage energy consumption and reduce bills through more efficient electricity use.

To reduce the upfront cost of electrification technologies, the plan proposes expanding financial support through social leasing schemes, the EU Emissions Trading System (ETS) funding mechanisms, and the Social Climate Fund.

These measures are intended to make technologies such as heat pumps, electric vehicles, and battery systems more accessible.

Alongside financial incentives, the Commission plans to speed up the expansion of Europe’s electricity grids through a dedicated grids package, while supporting the commercialisation of innovative electrification technologies.

Supporting jobs and Europe’s clean energy future

Beyond infrastructure and technology, the Commission’s strategy places a strong emphasis on workforce development.

Investment in skills and training will help prepare workers for the growing electrification sector, with the potential to create hundreds of thousands of high-quality jobs across Europe.

By combining lower energy costs, stronger infrastructure, targeted financial support, and investment in innovation, the Commission believes electrification can become a cornerstone of Europe’s future energy system while reducing dependence on imported fossil fuels and strengthening long-term economic resilience.
