The United States Department of Energy (DOE) has selected Utah, Tennessee, Oklahoma, Louisiana, and Idaho as potential locations for new Nuclear Lifecycle Innovation Campuses, marking a significant step in expanding the country’s nuclear fuel cycle capabilities.
The DOE has signed Memorandums of Understanding (MoU) with each state to assess opportunities for developing the campuses, following strong interest during the application process.
The initiative is intended to strengthen domestic nuclear infrastructure, increase manufacturing capacity, and reinforce long-term energy security.
If developed, the proposed campuses could attract up to $50bn in private capital investment, generate an estimated $10bn in state and local tax revenue, and create almost 25,000 high-skilled jobs across participating regions.
Commenting on the selection, US Secretary of Energy Chris Wright, said: “I’m pleased to announce that after reviewing 28 applications from 26 states, the Energy Department has selected five initial contenders to further explore building Nuclear Lifecycle Innovation Campuses.
“These campuses will be massive generators of economic growth, create thousands of high-paying jobs, and be crucial to unleashing America’s nuclear renaissance.”
Strengthening the full nuclear fuel cycle
The planned campuses are designed to support every stage of the nuclear fuel cycle, from uranium enrichment and fuel fabrication to the reprocessing and final disposal of used nuclear fuel.
By bringing these capabilities together, the DOE aims to reduce reliance on overseas supply chains while supporting a more resilient domestic nuclear industry.
Each campus will be tailored to the strengths and priorities of its host state. Alongside fuel cycle activities, sites could also accommodate advanced reactor deployment, electricity generation, advanced manufacturing facilities, and co-located data centres.
Tennessee Governor Bill Lee welcomed the news: “As the global epicentre of nuclear energy, Tennessee is honoured to be selected as a potential host for a Nuclear Lifecycle Innovation Campus.
“As our state answered the call during the Manhattan Project and helped shape the course of history, Tennessee stands ready once again to advance the safe, reliable energy solutions our nation depends on.”
Supporting long-term nuclear growth
The initiative forms part of the DOE’s broader strategy to modernise the United States’ nuclear sector and encourage long-term private investment.
According to the department, the Innovation Campuses are intended to accelerate industrial development while creating new opportunities for regional economic growth.

“Through Operation Gigawatt, Utah is developing the entire nuclear lifecycle, from fuel production to advanced reactor deployment – strengthening our national security while helping secure America’s energy independence. This campus will accelerate that work.”
With agreements now signed, the DOE and the five selected states will continue evaluating how the campuses can be developed to support the next generation of nuclear technologies, manufacturing, and workforce expansion, positioning the nuclear fuel cycle as a central pillar of future US energy infrastructure.
