Smaller, smarter, and more efficient propulsion systems are key to extending satellite life, enhancing maneuverability, and ensuring sustainable space operations in an increasingly crowded orbit.

The satellite industry is entering an era in which simply reaching orbit is no longer enough.

As constellations expand, spacecraft become smaller and missions become more sophisticated, satellites increasingly need to manoeuvre once they are in space. They may need to raise or lower their orbits, maintain precise positions, avoid other objects, extend their operational lives or safely leave orbit at the end of a mission.

That is putting renewed focus on one of the most fundamental technologies in spaceflight: propulsion.

For decades, propulsion has often been associated with the powerful chemical engines used to launch spacecraft away from Earth. But in orbit, the requirements are different. Satellites frequently need relatively small amounts of thrust applied over long periods, making efficiency, size, power consumption and propellant mass critical considerations.

The result is a rapidly expanding field of satellite propulsion technologies, from increasingly capable electric thrusters to miniaturised systems and entirely new approaches that could allow spacecraft to operate in orbital environments previously considered difficult to exploit.

Why satellites need propulsion after launch

Once a satellite has reached orbit, it might appear that the hard part is over. In reality, maintaining and controlling that orbit can be a continuing challenge.

A spacecraft’s trajectory is influenced by factors including atmospheric drag, gravitational effects and interactions with other objects. In low Earth orbit (LEO), even the extremely thin atmosphere can gradually slow satellites, causing them to lose altitude.

Propulsion allows spacecraft to compensate for these effects and perform controlled manoeuvres.

Depending on the mission, this can include station-keeping, orbit raising, collision avoidance, formation flying, deorbiting and repositioning. For more ambitious spacecraft, propulsion can also provide the delta-v required to travel between significantly different orbits or even venture beyond Earth orbit.

This makes propulsion more than an engine. It is a key part of a satellite’s ability to control its own future.

NASA’s latest State-of-the-Art of Small Spacecraft Technology report highlights the growing range of propulsion options now being developed for small spacecraft, spanning chemical, electric and propellant-less systems. It also notes that electric propulsion has become increasingly attractive for applications where high total impulse and relatively low thrust are appropriate, such as station-keeping.

The rise of the small satellite

The importance of propulsion is becoming even more pronounced as the satellite industry changes.

Small satellites and CubeSats have made it possible to deploy increasingly capable spacecraft at lower cost and with shorter development timelines. At the same time, large constellations are putting hundreds or thousands of spacecraft into similar orbital regions.

Recent launches illustrate the scale of this shift. In June 2026, ESA reported that an Ariane 6 launch placed 36 satellites for Amazon’s Leo constellation into low Earth orbit.

These spacecraft do not simply need to be delivered to orbit. Operators need to be able to manage them throughout their lifetimes.

For a small satellite, however, propulsion creates a difficult engineering trade-off. Propellant, tanks, valves, power electronics and the thruster itself all consume mass and space that could otherwise be used for payloads, batteries, communications systems or sensors.

This is why miniaturising propulsion technology has become so important.

The goal is not necessarily to make a small version of a conventional rocket engine. Instead, engineers are developing propulsion systems designed around the very different constraints of small spacecraft.

Why electric propulsion is gaining ground

One of the most important developments has been the growing use of electric propulsion.

Unlike conventional chemical propulsion, which releases energy through a chemical reaction to produce thrust, electric propulsion uses electrical energy to accelerate a propellant. This generally produces much lower thrust, but it can operate efficiently over long periods.

That distinction matters.

A chemical thruster can provide a powerful burst of thrust, while an electric thruster may accelerate a spacecraft gradually over hundreds or thousands of hours. For manoeuvres that do not require rapid acceleration, the trade-off can be worthwhile.

NASA describes electric propulsion as particularly attractive because of its high fuel economy and ability to provide mission flexibility that conventional propulsion cannot always offer.

Hall-effect thrusters, ion engines and other electric propulsion technologies are therefore becoming increasingly important across commercial and scientific missions.

NASA’s 2026 small spacecraft propulsion review notes that Hall-effect thrusters have become a mainstream propulsion technology, including for large satellite constellations.

For small spacecraft, the technology could also open missions that would otherwise require too much propellant.

NASA has demonstrated the potential of low-power, high-throughput electric propulsion for small spacecraft, including systems designed to provide enough delta-v for missions extending from LEO towards the Moon and Mars.

That represents a significant change in what a small satellite can potentially accomplish.

Propulsion could make space more sustainable

The expansion of satellite activity also creates another reason to take propulsion seriously: orbital sustainability.

Earth orbit is becoming increasingly crowded. ESA’s latest space environment statistics, updated in July 2026, record around 46,420 objects regularly tracked and maintained in the space surveillance catalogue, alongside an estimated population of much smaller objects that cannot all be tracked individually.

The problem is not simply the number of objects. It is their speed and the consequences of a collision.

ESA estimates that more than 1.2 million pieces of debris larger than 1 cm may be orbiting Earth, while more than 50,000 are estimated to be larger than 10 cm. At around 550 km altitude, the density of debris objects capable of posing a threat is already of the same order of magnitude as the number of active satellites.

Propulsion is therefore becoming an important part of the sustainability equation.

A satellite with sufficient manoeuvring capability can respond to conjunction warnings and change its trajectory when necessary. At the end of its operational life, propulsion can also help a spacecraft lower its orbit and accelerate its eventual re-entry.

This is particularly important as operators face increasingly stringent expectations around the disposal of spacecraft at the end of their missions.

In other words, propulsion is becoming important not only for what a satellite does during its mission, but also for what happens when that mission is over.

The challenge of very low Earth orbit

One of the most interesting areas where new propulsion technologies could make a difference is very low Earth orbit (VLEO).

VLEO generally refers to orbital altitudes of roughly 200 to 450 kilometres above Earth. Operating closer to the planet can offer advantages for applications such as Earth observation because spacecraft have a shorter distance to travel between the satellite and the surface.

But there is a major drawback: atmospheric drag.

Although the atmosphere at these altitudes is extremely thin, it is still dense enough to continuously slow a spacecraft. Without propulsion to compensate for that drag, a satellite’s orbit will gradually decay.

ESA identifies propulsion as one of the key challenges for VLEO missions, where systems must be lightweight and compact while providing enough thrust to counter atmospheric drag.

This creates an unusual situation. The atmosphere that makes VLEO difficult could also provide the solution.

Could satellites use the atmosphere as propellant?

Atmospheric-breathing electric propulsion, sometimes called air-breathing electric propulsion, is being investigated as a way of overcoming the VLEO propulsion challenge.

Instead of carrying all of its propellant from Earth, a spacecraft could collect molecules from the residual atmosphere, process them and use them as propellant.

That could substantially reduce the amount of stored propellant required and potentially allow spacecraft to remain in very low orbits for much longer.

The concept is moving beyond theory. ESA reported in 2025 that its MISTRAL activity supported experimental validation of the VOLTA air-breathing electric propulsion system for small satellites. The demonstration showed that the system could generate positive net thrust, meaning it produced more thrust than the drag created by its atmospheric collector.

Other challenges remain, including the harsh environment and the effects of atomic oxygen on spacecraft materials. But the progress illustrates how the future of satellite propulsion may involve fundamentally different approaches to the question of what a spacecraft carries with it.

New propulsion could expand the satellite’s role

The importance of propulsion extends beyond simply keeping satellites in orbit.

Greater manoeuvrability can allow spacecraft to take on more dynamic missions.

A satellite could change its observation position, respond to changing mission requirements, move within a constellation or perform proximity operations. Propulsion can also help spacecraft reach destinations that would otherwise be inaccessible from their initial launch orbit.

For small spacecraft in particular, this could change the economics of exploration.

NASA has highlighted how advanced electric propulsion could allow small spacecraft launched as secondary payloads to deviate substantially from the trajectory of their primary mission. That could give relatively small spacecraft access to a wider range of scientific targets rather than restricting them to destinations aligned with the main launch vehicle.

The same principle applies closer to Earth. A spacecraft that can manoeuvre independently is more flexible than one effectively locked into the orbit where it was deployed.

The next generation will need more than one solution

There is no single propulsion technology capable of meeting every satellite mission requirement.

Chemical propulsion remains valuable where relatively high thrust is needed. Electric propulsion offers high efficiency and long-duration operation. Propellant-less technologies such as solar sails can exploit the surrounding space environment rather than carrying conventional reaction mass. NASA’s 2026 review identifies all three categories as active areas of small spacecraft propulsion development.

The future is therefore likely to be diverse.

Some spacecraft will use conventional propulsion. Others may combine different technologies to provide both high-thrust manoeuvring and efficient long-duration operation. New approaches could emerge for particularly demanding environments such as VLEO, while advances in electric propulsion could continue to expand the capabilities of small spacecraft.

This variety is important because satellite missions themselves are becoming more diverse.

Propulsion is becoming a mission-enabling technology

For much of the history of satellite technology, propulsion could be viewed as one subsystem among many. Increasingly, that is no longer the case.

A spacecraft’s propulsion system can determine how long it can remain operational, how much it can manoeuvre, which orbit it can reach and what it can do once it gets there.

It can also determine how responsibly that spacecraft leaves the orbital environment.

That makes propulsion a mission-enabling technology rather than simply a means of moving a satellite from one location to another.

As the number of spacecraft in orbit continues to grow, the pressure to make each satellite more capable, more manoeuvrable and more sustainable will only increase. The industry will need propulsion systems that fit within increasingly constrained spacecraft, consume power efficiently and support missions that may have been difficult or impossible for previous generations of small satellites.

The most important advances may therefore not come from making spacecraft bigger or giving them larger engines. They may come from making propulsion smaller, smarter and more efficient.

From electric thrusters and miniaturised systems to air-breathing concepts for very low Earth orbit, a new generation of propulsion technologies is changing what satellites can do once they leave the launch pad.

As space becomes more crowded and satellite missions become more ambitious, propulsion could ultimately prove to be one of the technologies that determines how effectively humanity can use, manage and sustain the orbital environment.
