Beyond the hype: Why Earth observation is a measurement, not a market

The ‘New Space’ revolution has brought an unprecedented wave of innovation, commercial enthusiasm, and venture capital to the space sector. Constellations of small satellites now circle the globe, capturing petabytes of data daily. Yet, a fundamental strategic misalignment persists across the commercial landscape.

Many emerging space businesses and market entrants continue to push Earth observation as an independent standalone market – a self-contained ecosystem expected to generate demand simply because the data exists.

From a practical and economic standpoint, Earth observation has no market of its own. Treating it as one is a recipe for stagnation. To unlock its true economic potential, the tech and business communities must stop treating EO as a destination and start recognising it for what it actually is: just another type of measurement.

The defence blueprint: Geospatial data as reconnaissance

To understand how EO should be positioned commercially, we only need to look at how it is treated in the most mature operational environments: the Defence market, a market where almost every single commercial satellite provider or operator is selling to for easy revenue.

In Defence and Intelligence, satellite Earth observation is never framed as a ‘market segment.’ It is seamlessly integrated as just another layer of geospatial data utilised for situational awareness, intelligence, surveillance, and reconnaissance (ISR).

Military and security strategists do not buy ‘satellite data’ – they buy the answers to operational questions or, simply, images of critical infrastructure. They consume EO alongside ground sensors, signals intelligence, and open-source data because it serves a distinct measurement function. By stripping away the mystique of ‘space tech’ and reducing EO to a reliable, high-frequency input stream, defence markets achieve immediate utility and decisive operational value, and, of course, single procurement contracts for EO data in these markets are typically of much larger values than in the civil markets.

The civilian blind spot: Selling pixels instead of solutions

In the civilian world, however, the new space sector often falls into the trap of selling pixels, raw rasters, and spectral indices to industries that do not speak ‘space.’

A corporate insurer, a municipal water manager, or an agricultural commodity trader does not wake up wanting an optical or Synthetic Aperture Radar (SAR) image. They want to know:

• Did this flood inundate my policyholders’ properties?
• Where is infrastructure compromised right now?
• What will my crop yield look like next quarter?

When businesses try to force industries to build workflows around raw EO data, they encounter friction, low adoption rates, and, oftentimes, disappointing commercial returns.

Adapting to existing markets

A massive surge in commercial revenue generation and return on investment (ROI) awaits us in the civilian sector – if we stop trying to create a market for EO and instead embed EO into already existing markets.

This requires adapting satellite data to match the precise expectations, workflows, and lexicons of customers in established sectors like insurance, finance, energy, agriculture, urban planning, disaster management, and humanitarian response.

A prime example of this philosophy in action is RSS-Hydro. When the commercial sector fully embraces EO as underlying intelligence for pre-existing markets rather than a standalone commodity, the friction disappears. By speaking the language of the end-user and delivering embedded, ready-to-use insights, space-based businesses will finally unlock the exponential commercial growth they have been chasing all along.
