For decades, Europe’s approach to wildfires was largely reactive.

When fires broke out, the focus was on deploying firefighters, aircraft and emergency resources to contain the flames as quickly as possible. While this strategy remains essential, increasingly severe fire seasons have exposed its limitations.

The European Union is now pursuing a markedly different approach. Rather than concentrating solely on suppression, EU wildfire policy has evolved into a comprehensive framework that prioritises prevention, preparedness, resilience and recovery alongside emergency response.

Driven by climate change, evolving land use and the growing frequency of extreme wildfire events, policymakers are seeking to reduce wildfire risk before fires ignite while strengthening Europe’s ability to respond when they do.

The European Commission’s Integrated Wildfire Risk Management Strategy, launched in March 2026, marks the most significant evolution of EU wildfire policy in recent years.

It reflects a recognition that wildfires are no longer a seasonal concern confined to southern Europe but a continent-wide challenge affecting public safety, biodiversity, critical infrastructure and economic resilience.

A growing challenge for Europe

Europe’s wildfire landscape has changed dramatically over the past decade. Rising temperatures, prolonged droughts and increasingly erratic weather patterns have created conditions in which fires spread faster, burn more intensely and threaten larger areas than ever before.

At the same time, decades of changing land management practices have increased wildfire risk. Rural depopulation and agricultural abandonment have allowed vegetation to accumulate across many landscapes, providing abundant fuel during dry periods. Urban expansion into forested and rural environments has also increased the number of people, homes and businesses exposed to wildfire.

These combined pressures culminated in Europe’s record-breaking 2025 wildfire season, during which more than one million hectares burned across the continent. The scale of the destruction reinforced the need for a new approach that moves beyond responding to emergencies and instead focuses on reducing risk across the entire wildfire cycle.

Today’s EU wildfire policy reflects this changing reality. Rather than viewing wildfire solely as an environmental issue or a civil protection challenge, the European Union increasingly treats it as a strategic resilience issue requiring coordinated action across multiple policy areas.

From suppression to prevention

Perhaps the most important shift in EU wildfire policy is the move away from a predominantly suppression-based model.

Historically, investment focused on expanding firefighting capacity through additional aircraft, specialised vehicles and emergency personnel. While these resources remain vital during large-scale incidents, experience has demonstrated that suppression alone cannot keep pace with increasingly extreme wildfire behaviour.

The Commission’s strategy instead places prevention at the centre of wildfire management.

This means reducing the conditions that allow catastrophic fires to develop through better land management, healthier forests and improved planning.

Preventative measures include:

  • sustainable forest management;
  • reducing excess vegetation and fuel loads;
  • restoring degraded ecosystems;
  • creating fire breaks;
  • encouraging appropriate grazing to manage vegetation naturally;
  • improving planning around the wildland-urban interface; and
  • integrating wildfire considerations into forestry, agriculture and biodiversity policies.

Rather than treating these measures as environmental initiatives, the Commission now regards them as investments in public safety and climate resilience.

The strategy also recognises that preventing even a small proportion of large wildfires can significantly reduce environmental damage, economic losses and risks to human life.

The four pillars of modern EU wildfire policy

The Integrated Wildfire Risk Management Strategy is built around four interconnected pillars that together form a continuous cycle of wildfire management.

Prevention

The first pillar focuses on reducing wildfire risk before fires occur.

Prevention extends well beyond forest management. It encompasses ecosystem restoration, resilient landscape design, fuel management, public awareness and reducing the number of human-caused ignitions, which remain responsible for the vast majority of European wildfires.

The Commission also encourages Member States to embed wildfire resilience into broader environmental and land-use policies rather than treating it as a standalone emergency planning exercise.

Preparedness

Recognising that some fires will inevitably occur, preparedness aims to ensure Europe is better equipped to respond before situations escalate.

Preparedness includes:

  • improved wildfire forecasting;
  • enhanced risk mapping;
  • firefighter training;
  • public education campaigns;
  • contingency planning; and
  • pre-positioning emergency resources ahead of periods of extreme fire danger.

This proactive approach seeks to anticipate wildfire conditions rather than simply reacting after fires have started.

Response

Emergency response remains an essential component of EU wildfire policy, particularly as wildfire seasons become more severe.

The EU Civil Protection Mechanism enables Member States to request assistance when national resources become overwhelmed. Through rescEU, the EU maintains a shared reserve of firefighting aircraft, helicopters and specialised personnel that can be rapidly deployed across borders.

Cross-border cooperation has become increasingly important as simultaneous fires affect multiple countries during prolonged periods of extreme weather.

The European Emergency Response Coordination Centre also plays a central role in coordinating assistance and sharing operational information between participating countries.

Recovery

Recovery has traditionally received less attention than prevention or response but now forms an integral part of the Commission’s strategy.

Recovery focuses not only on rebuilding damaged infrastructure but also on restoring ecosystems, reducing erosion, protecting water resources and ensuring landscapes become more resilient before future wildfire seasons.

Lessons learned from individual wildfire events are also intended to inform future planning, helping improve prevention and preparedness over time.

Technology is transforming wildfire management

One of the defining characteristics of modern EU wildfire policy is its growing reliance on science, data and digital technologies.

Rather than depending exclusively on ground observations, European authorities increasingly use satellite imagery, remote sensing and predictive modelling to improve situational awareness and support decision-making.

The Copernicus Earth observation programme provides near real-time satellite information that helps authorities monitor active fires, assess damage and identify areas at greatest risk.

Complementing this is the European Forest Fire Information System (EFFIS), which delivers wildfire danger forecasts, maps active fires, estimates burned areas and supports operational planning across Member States.

Together, these systems enable decision-makers to identify emerging risks earlier and allocate resources more effectively.

Beyond satellite monitoring, technological innovation continues to expand rapidly.

Researchers across Europe are developing artificial intelligence systems capable of improving wildfire prediction, while drones are increasingly being evaluated for early fire detection, hotspot monitoring and post-fire assessments.

Advances in digital twins, environmental sensors and predictive analytics also have the potential to support more sophisticated wildfire risk management in the coming years.

Although many of these technologies remain under development, they illustrate how EU wildfire policy is becoming increasingly data-driven.

Forests at the centre of climate resilience

The European Commission increasingly views healthy forests as essential infrastructure for climate adaptation.

This thinking aligns wildfire management with the wider objectives of the EU Forest Strategy for 2030, recognising that resilient forests deliver multiple benefits beyond timber production.

Healthy forests help regulate water cycles, store carbon, support biodiversity and reduce the severity of wildfire when appropriately managed.

Consequently, EU wildfire policy now encourages integrated forest management approaches that balance biodiversity conservation with measures to reduce wildfire risk.

This includes promoting mixed-species forests, restoring degraded landscapes and applying nature-based solutions that strengthen ecosystem resilience over the long term.

Rather than seeing environmental protection and wildfire prevention as competing priorities, policymakers increasingly regard them as complementary objectives.

Cooperation across borders

Wildfires rarely respect national boundaries.

Smoke, airborne pollutants and even fires themselves can spread across borders, while simultaneous wildfire events increasingly place pressure on neighbouring countries.

For this reason, cooperation has become one of the defining features of EU wildfire policy.

The Union Civil Protection Mechanism enables participating countries to request and provide assistance during emergencies, while rescEU provides shared strategic reserves that can be deployed wherever they are most needed.

Beyond operational support, Member States are also working together on:

  • joint firefighter training;
  • common operational standards;
  • knowledge sharing;
  • research collaboration;
  • improved interoperability; and
  • coordinated preparedness planning.

The European Commission hopes this collaborative model will allow Europe to respond more effectively as wildfire seasons become increasingly unpredictable.

Wildfire management challenges remain

Despite the significant policy shift, important challenges remain.

Implementation ultimately rests with individual Member States, meaning progress is likely to vary depending on national priorities, available resources and existing land management systems.

Forest ownership also differs considerably across Europe, making coordinated fuel management more complex in some regions.

Balancing biodiversity objectives with vegetation management can present practical challenges, while securing long-term investment in prevention may prove more difficult than funding emergency response after major disasters.

Climate change also continues to increase uncertainty.

Longer fire seasons, more frequent heatwaves and increasingly extreme weather conditions may continue to test the limits of even the most comprehensive wildfire strategies.

As a result, the success of EU wildfire policy will depend not only on new legislation but also on sustained political commitment, scientific research, technological innovation and effective cooperation between governments, land managers and local communities.

Building a more resilient future

Europe’s approach to wildfire management is undergoing a fundamental transformation.

The emphasis is no longer solely on extinguishing fires after they ignite but on reducing risk before disasters occur through better land management, stronger ecosystems, advanced technologies and coordinated action across borders.

The Integrated Wildfire Risk Management Strategy reflects an understanding that wildfire has become a long-term climate adaptation challenge requiring action across forestry, biodiversity, agriculture, civil protection and research.

As Europe continues to experience more frequent and intense wildfire seasons, EU wildfire policy is likely to evolve further. Emerging technologies, improved environmental monitoring and continued investment in prevention will all play an increasingly important role in protecting communities and ecosystems.

Ultimately, the strategy recognises a simple but significant reality: while Europe will never eliminate wildfires entirely, it can become better prepared, more resilient and more capable of living with an increasingly complex wildfire risk.
