Research infrastructure: From funding to operation

A funding announcement marks an important step for a research project. For the researchers and businesses hoping to use a new facility, however, the more practical question is when it will deliver a usable service.

The path between those moments can include agreements, procurement, installation and testing. Understanding which stage has been reached makes it easier to judge progress—and avoids treating a future capability as though it is already available.

Start by identifying what has been funded

Research funding supports different activities. A collaborative research grant and a contract to supply computing infrastructure should not be described as if they follow an identical process.

For Horizon Europe projects, the European Research Executive Agency explains that the grant agreement defines the work, participating organisations, duration, budget and obligations. Coordinators submit reports, payment requests and evidence of deliverables through the grant management system.

Those arrangements make it possible to follow an agreed programme of work. They do not mean that every grant creates a new physical facility, or that the announcement date is also the date an external user can access the results.

LUMI-AI illustrates the stages of infrastructure delivery

The LUMI-AI supercomputer procurement provides a concrete example. EuroHPC selected the hosting entity in December 2024, launched the tender in May 2025 and announced the contract with Bull in August 2026. The new system is expected to become available in 2027.

The €387.8m contract covers acquisition, delivery, installation and maintenance. Half is funded by EuroHPC through the Digital Europe Programme, with the other half supplied by the participating consortium.

There is an important distinction within that timeline: LUMI AI Factory services had already begun in April 2025 using the existing LUMI supercomputer. Availability of those services does not mean the new LUMI-AI machine was already operating.

The service can therefore support users while the new equipment is still being procured and installed. Each has its own delivery schedule.

Four questions that make an announcement useful

What commitment has been made? Identify whether the news concerns a proposed budget, an award, a signed agreement or a procurement contract. State what the figure covers rather than assuming it is all expenditure on new equipment.

What must happen before delivery? Look for the project’s own schedule and dependencies. Depending on the facility, relevant questions may concern supplier delivery, site preparation, installation or testing. These are matters to verify for each project, rather than a universal sequence.

When can people use it? An opening ceremony, an initial trial and a routine user service may be different milestones. Ask which date is being announced and whether it is achieved or forecast.

Who can gain access? A facility’s usefulness to a company or research team depends partly on access arrangements. Relevant details include eligibility, application routes, available support and any published allocation process.

When investment becomes available to users
