University of Arizona and TU/e unite to accelerate semiconductor technologies

The University of Arizona and Eindhoven University of Technology (TU/e) have launched a new international partnership to advance semiconductor technologies and photonics research, supporting the development of faster, more energy-efficient computing systems.

The two institutions have signed a five-year memorandum of understanding (MOU) that will strengthen collaboration in research, education and workforce development.

The agreement aims to align academic programmes with the rapidly expanding global semiconductor industry, where demand is being driven by artificial intelligence, advanced computing, data centres and connected technologies.

By combining Arizona’s established semiconductor expertise with the Netherlands’ globally recognised leadership in photonics, the partnership is expected to accelerate innovation, create new opportunities for students and researchers, and strengthen international cooperation across the semiconductor ecosystem.

Expanding semiconductor technologies through international collaboration

The agreement links two regions that already play significant roles in the global chip industry. It also builds on wider government efforts to deepen cooperation between Arizona and the Netherlands.

Early last year, Arizona Governor Katie Hobbs and Dutch Minister of Economic Affairs Dirk Beljaarts signed an agreement designed to strengthen collaboration in semiconductor research while supporting workforce development and long-term economic growth.

The new university partnership extends those ambitions into higher education and research, creating a framework for joint projects focused on the future of semiconductor technologies.

Semiconductors are the foundation of modern electronics, enabling everything from smartphones and electric vehicles to artificial intelligence systems and cloud computing infrastructure.

As demand for increasingly powerful chips continues to rise, universities are playing a growing role in developing the technologies and skilled workforce needed to support future manufacturing.

Combining expertise in semiconductors and photonics

The University of Arizona brings more than five decades of semiconductor research experience to the collaboration.

Its Center for Semiconductor Manufacturing draws expertise from multiple disciplines, including the university’s internationally recognised strengths in optical sciences, materials engineering and photonics.

TU/e complements those capabilities with its long-standing leadership in semiconductor and integrated photonics research.

The Dutch university has contributed to advances in photonic integration and next-generation light-based manufacturing techniques that are becoming increasingly important in chip production.

Together, the institutions aim to combine these complementary strengths to support research into next-generation computing technologies while expanding educational opportunities for students on both sides of the Atlantic.

Student exchanges and industry engagement

A major focus of the partnership will be developing talent for the semiconductor sector.

The universities plan to explore student exchange opportunities that include study abroad placements, collaborative research projects and specialised training programmes. Short-term initiatives such as summer schools, winter schools and internships are also planned.

The collaboration will additionally connect with the University of Arizona’s Fast Track Semiconductor Manufacturing programme, which prepares students for careers in chip design, manufacturing, materials engineering and other high-demand technical fields.

Beyond education, the MOU outlines plans to engage industry partners in collaborative research and workforce development initiatives, helping ensure academic programmes remain aligned with evolving industrial requirements.

Arizona strengthens its global semiconductor position

The partnership reflects Arizona’s growing importance within the global semiconductor industry.

According to the Arizona Commerce Authority, the state has attracted more than $210bn in semiconductor and related supply chain investments since 2020, reinforcing its position as a key centre for expanding domestic chip manufacturing in the United States.

Several Dutch semiconductor companies have also invested heavily in Arizona. Equipment manufacturer ASM established its North American headquarters in Scottsdale and announced a $300m expansion in 2024.

Chipmaking equipment supplier ASML also operates within the state, while NXP Semiconductors maintains long-established design, engineering and manufacturing activities.

As investment in advanced chip production continues worldwide, the collaboration between the University of Arizona and TU/e provides a long-term platform for research, education and industry engagement.

By bringing together expertise in semiconductors, photonics and workforce development, the agreement aims to accelerate innovation in semiconductor technologies while helping prepare the next generation of engineers and researchers for a rapidly evolving global industry.
