As wildfires become more frequent and destructive across many parts of the world, governments and emergency services are increasingly recognising that the most effective way to tackle them is before they start.

While advances in firefighting technology are helping responders control blazes more efficiently, prevention remains the most cost-effective and sustainable approach to reducing wildfire risk.

The need for proactive wildfire prevention is becoming more urgent. According to the UN Environment Programme (UNEP), the number of extreme wildfires is projected to increase by up to 14% by 2030, 30% by 2050 and 50% by the end of the century if current trends continue. As climate change alters fire weather and development expands into fire-prone landscapes, building resilience before fires ignite will become increasingly important.

Modern wildfire prevention extends far beyond extinguishing ignitions. It combines ecological science, land management, engineering and community planning, alongside centuries of traditional knowledge, to create landscapes that are more resilient to fire.

From prescribed burning and fuel reduction to fire-resistant homes and nature-based solutions, prevention strategies are helping communities adapt to a changing climate while protecting lives, property and ecosystems.

Prescribed burning reduces fuel before wildfires occur

One of the most widely used tools in wildfire prevention is prescribed burning, also known as controlled burning. These carefully planned, low-intensity fires remove dead vegetation, leaf litter and undergrowth that would otherwise act as fuel during wildfire season.

When conducted under suitable weather conditions by trained professionals, prescribed burns can reduce the intensity and speed of future wildfires while supporting healthy ecosystems. Many forests and grasslands have evolved alongside regular, low-intensity fires, making controlled burning an important part of maintaining ecological balance.

Research by the US Forest Service has shown that prescribed burning, particularly when combined with mechanical thinning, can significantly reduce wildfire severity and improve firefighters’ ability to control future fires.

Case study: Western Australia

Western Australia operates one of the world’s longest-running prescribed burning programmes. Following the 2011 Perth Hills bushfire, official reviews found that areas treated with prescribed burns experienced lower fire intensity, helping firefighters slow the spread of the blaze and better protect nearby communities. Today, prescribed burning remains a cornerstone of the state’s bushfire risk reduction strategy.

Smarter forest management creates more resilient landscapes

Decades of fire suppression in many regions have allowed forests to become increasingly dense, leading to the accumulation of combustible vegetation.

Modern forest management focuses on restoring healthier woodland structure through selective thinning, removing dead trees and reducing excessive fuel loads. These measures help slow wildfire spread, improve firefighter access and reduce the intensity of future fires.

The European Commission has identified proactive forest management as a key component of wildfire resilience, particularly across southern Europe where hotter, drier conditions are increasing fire risk.

Rather than viewing forests simply as areas to protect from fire, scientists increasingly recognise that active management is essential for maintaining resilient landscapes capable of withstanding changing climatic conditions.

Indigenous fire stewardship offers valuable lessons

Long before modern firefighting agencies existed, Indigenous communities around the world used fire as a landscape management tool.

Known by terms such as cultural burning or traditional fire stewardship, these practices involve applying small, controlled fires to reduce fuel, encourage biodiversity, improve soil health and lower the risk of large wildfires.

Case study: North Kimberley, Australia

In northern Australia, Indigenous-led cultural burning programmes have demonstrated the value of traditional knowledge in modern wildfire prevention. A long-term study covering more than 11 million hectares found that cultural burning reduced the frequency of large, high-intensity late dry-season fires while improving ecological outcomes. Similar approaches are now being adopted elsewhere in Australia to protect biodiversity, cultural heritage and communities while reducing wildfire risk.

Today, governments and researchers are increasingly working alongside Indigenous communities to combine traditional ecological knowledge with modern fire science, creating more effective and sustainable landscape management strategies.

Fuel reduction helps limit fire intensity

Vegetation acts as the fuel that allows wildfires to spread rapidly.

Fuel reduction programmes aim to remove or manage combustible material through mechanical thinning, grazing, prescribed burning or vegetation management. These treatments are particularly important near communities, critical infrastructure and transport corridors where wildfire impacts can be most severe. Strategically managing fuel loads creates safer conditions for firefighters while reducing the likelihood of fast-moving crown fires developing.

While fuel reduction cannot stop fires entirely, it often slows fire spread enough to allow emergency services to respond more effectively and safely. The challenge is maintaining these treatments over time, as vegetation naturally regrows and climate change accelerates drying across many landscapes.

Fire breaks create valuable barriers

Fire breaks are strategically cleared strips of land designed to interrupt the continuity of vegetation and slow the spread of wildfire.

They may be created using roads, rivers, agricultural land or mechanically cleared corridors through forests. Fire breaks also provide safer access routes for firefighters and can serve as locations from which suppression activities are launched.

During Australia’s 2019-20 Black Summer bushfires and numerous wildfires across North America, existing fuel breaks and transport corridors helped firefighters gain access to active fire fronts and protect critical infrastructure.

Although fire breaks alone cannot stop extreme wind-driven fires, they remain an important component of integrated wildfire prevention strategies when combined with fuel management and rapid response.

Nature-based solutions work with ecosystems

Nature-based solutions are becoming an increasingly important part of wildfire prevention.

Rather than relying solely on engineered interventions, these approaches restore natural ecosystems that help reduce wildfire risk while delivering wider environmental benefits. Examples include restoring wetlands that retain moisture, re-establishing native vegetation, improving forest diversity and rehabilitating degraded landscapes.

Case study: Mediterranean Europe

Across Spain and Portugal, land managers are increasingly restoring traditional agroforestry systems and reintroducing grazing to reduce vegetation build-up. These more diverse landscapes help break up continuous fuel, slowing wildfire spread while also supporting biodiversity, sustainable agriculture and rural livelihoods.

Nature-based approaches can also improve water quality, increase carbon storage and strengthen ecosystems against future climate pressures.

Building resilient communities starts at home

Wildfire prevention is not limited to forests and rural landscapes. Communities themselves play a vital role in reducing wildfire risk.

Home hardening involves designing or retrofitting buildings to better withstand wildfire exposure. This includes using fire-resistant roofing and cladding materials, installing ember-resistant vents, maintaining defensible space around properties and reducing combustible materials close to buildings.

Studies following major wildfires in Australia and the United States have consistently shown that homes incorporating these measures are significantly more likely to survive wildfire exposure than neighbouring properties without them.

Case study: Firewise USA

The National Fire Protection Association’s Firewise USA programme supports thousands of communities in reducing wildfire risk through vegetation management, public education and home hardening. By encouraging residents to take practical steps to protect their properties, the initiative has become an internationally recognised model for community-led wildfire resilience.

Urban planning also has an important role to play. New developments in wildfire-prone regions increasingly incorporate wider access roads, improved evacuation routes, vegetation management and fire-resistant infrastructure to improve public safety.

Prevention is becoming the foundation of wildfire management

As climate change increases the frequency of extreme fire weather, preventing catastrophic wildfires will require more than improved firefighting alone. Building resilient landscapes depends on integrating ecological science, proactive land management, community preparedness and traditional knowledge into long-term planning.

The UNEP’s Spreading Like Wildfire report argues that global investment remains heavily focused on responding to disasters rather than preventing them. Yet evidence from around the world demonstrates that prevention works.

From Western Australia’s prescribed burning programmes and Indigenous cultural burning in the Kimberley to community initiatives such as Firewise USA, successful wildfire prevention depends on combining multiple complementary strategies rather than relying on a single solution.

The future of wildfire prevention lies in recognising that living with fire is not about eliminating it entirely, but about managing landscapes in ways that make both people and ecosystems more resilient.

As governments continue to invest in prevention, the emphasis is shifting from reacting to catastrophic wildfires towards reducing the likelihood and severity of the next fire before it starts.
