The European Commission has brought together governments, industry leaders, and financial institutions to sign the first-ever EU tripartite agreement on energy storage, marking a significant step in strengthening Europe’s electricity system.

Signed alongside the Energy Council meeting in Luxembourg, the agreement is designed to accelerate the deployment of energy storage technologies and improve the flexibility, resilience, and affordability of the continent’s power network.

The landmark initiative unites 22 EU Member States, energy storage developers, renewable energy companies, industrial energy users, manufacturers, and financial institutions behind a shared commitment to expand storage capacity over the next two years.

Together, participating countries have pledged to deliver between 30GW and 35GW of new energy storage capacity, providing a major boost towards the EU’s longer-term energy goals.

The agreement comes as the European Union seeks to build a cleaner and more secure energy system by reducing reliance on imported fossil fuels.

By scaling up EU energy storage, the Commission aims to improve renewable energy integration, strengthen energy security, reduce electricity system costs, and create conditions that support more stable energy prices for businesses and consumers.

Dan Jørgensen, Commissioner for Energy and Housing, explained: “Energy storage is the missing link in the clean energy transition. Through tripartite agreements, we are proposing an innovative model that unites industry and the public sector.

“As Europeans, we believe that this type of cooperation in key strategic sectors is essential to make energy cleaner, more affordable, and to enhance our competitiveness and economic resilience.

“Certainty and project visibility are key for investors. And this is exactly what we are delivering with our first tripartite agreement.”

Closing Europe’s storage gap

While renewable electricity generation has expanded rapidly across Europe, policymakers recognise that wind and solar power alone cannot deliver a fully resilient energy system.

Energy storage technologies allow excess electricity generated during periods of high renewable output to be saved and used when demand increases or generation falls, improving overall system efficiency.

Current storage capacity across the EU stands at approximately 55GW, but projections indicate around 200GW will be required by 2030 to support the bloc’s decarbonisation objectives and growing electricity demand.

Meeting that target will require a substantial acceleration in deploying a wide range of storage technologies alongside renewable generation and other sources of low-carbon system flexibility.

The Commission believes the new partnership will help create the investment certainty needed to rapidly scale projects while strengthening Europe’s domestic manufacturing capabilities in the energy storage sector.

Shared commitments across governments and industry

The tripartite agreement establishes coordinated responsibilities for governments, developers, industrial energy users, and financial institutions to remove barriers that have slowed deployment.

Energy storage and renewable project developers have committed to providing annual forecasts of planned storage and hybrid renewable projects, offering investors greater visibility over the future project pipeline.

Energy-intensive industries will also increase transparency around their electricity demand while developing storage projects at industrial sites to improve energy management and grid flexibility.

Meanwhile, participating Member States have pledged to introduce measures that encourage energy storage deployment.

These include removing regulatory obstacles, enabling national regulators to implement network tariffs that better reward flexibility, and supporting projects through both national and EU funding where appropriate under existing State aid frameworks.

Finance and policy support to accelerate investment

Financial institutions, including national and regional promotional banks, will work together to improve access to finance for storage projects by sharing expertise and collaborating with the European Investment Bank Group. The objective is to make projects more attractive to investors and maximise available funding.

The European Commission has also committed to supporting Member States in developing funding schemes for EU energy storage while exploring additional financial support through programmes such as the Innovation Fund and the Industrial Decarbonisation Bank.

Alongside financial measures, the Commission plans to review electricity network rules to encourage energy storage deployment better and examine whether future revisions to EU Taxonomy Disclosure rules can further support public investment in the clean energy transition.

Progress to be monitored until 2028

To ensure commitments translate into real deployment, the Commission will oversee implementation of the agreement and publish annual progress assessments through 2028.

It will also facilitate cooperation between governments, industry, and financial institutions by sharing best practices through existing Energy Union and renewable energy forums.

With Europe’s electricity system undergoing rapid transformation, the new agreement positions EU energy storage as a central pillar of the energy transition.

By accelerating investment and improving coordination across the public and private sectors, the initiative aims to strengthen energy security, improve grid resilience and help deliver a more affordable low-carbon electricity system.
